Phil Cassidy is an ex-Vietnam soldier and arms dealer. He is featured in Grand Theft Auto III, Grand Theft Auto: Vice City, Grand Theft Auto: Liberty City Stories and Grand Theft Auto: Vice City Stories.

In Grand Theft Auto III, Phil claims that he lost an arm in Nicaragua during a battle, however in Grand Theft Auto: Vice City, we discover that this is not the case and he in fact lost it when he was playing with explosives. When high on "Boomshine", Phil was working with explosives which didn't detonate, and out of frustration he went up to them and they exploded, causing Phil to lose his arm. Fortunately, Tommy was nearby at the time and drove Phil to a friend who owed him a favour who sorted out his arm.

Phil owns a store called "Phil's Surplus Store", dealing in military arms and vehicles. Phil appears briefly to protect Claude Speed from the Colombian Cartel. After this, he offers to sell Claude specialist weaponry.Phil also only has one arm in the game. Making a comment after they killed all the Cartel members. "Maybe if you fought with me in Nicaragua, maybe I would still have my other arm".

Phil appears in Vice City as a minor character, helping Tommy Vercetti in the bank-heist mission, "The Job". Phil loses one of his arms in this game.

Phil also appears as a minor character in LCS, after a mission where Toni Cipriani delivers weapons to him, he claims he wants to move business to Staunton Island, because of easy access to the docks.
