Phil Bell is a supporting character in Grand Theft Auto IV. Phil is a front operator for the Pegorino Crime Family. He claims he is a legitimate businessman, managing construction yards and the Honkers' Club in Alderney. Police have his places of business bugged, so he speaks in ways as to not implicate him in anything. He is a careful planner, which contrasts him to Ray Boccino, who is more daring in his crimes. Jimmy Pegorino, the Pegorino Crime Family's Don, says Phil is his best associate, however Phil is 90% Irish and is frowned upon by the Five Families, meaning he cannot rise up in the ranks.

If you choose the "Revenge" storyline at the finale, Phil decides to leave the Pegorino family, as it has been dealt a serious blow. If the player chooses the "Deal" mission, Phil joins Niko for the deal. The two shoot their way to the money because of Dimitri Rascalov killing the heroin buyer.
