The Mr. Whoopee Vans are Ice Cream vans found in all of the Grand Theft Auto III era games.

There actually isn't a headquarters for the Mr. Whoopee vans aside from the Cherry Poppers Ice Cream Factory, which is used as a front to distribute an unknown substance to the people of Vice City through these vans.
