A Drop in the Ocean is a Donald Love mission in Grand Theft Auto III.

Objective: Collect some packages being dropped in the water for Donald.
Brief Summary: Get down to the docks near Asuka's condo and get a fast boat. Go out to meet the boat and collect the packages it is dropping. You will get a wanted star for each package bringing some very serious heat on you. Get to a Pay and Spray once you are on land and return the packages to Love Media or if you dare, just drive straight to Donald Love's place avoiding the FBI.
Reward: $10,000 and the bridge to Shoreside Vale opens. Also you unlock D-Ice missions.
