The Loco Lo Co car shop can only be found in Willowfield, Los Santos, and can only be accessed after completing the Cesar Vialpando mission.
As you can tell by their name, they will only do work on Low Riders.

Transfender can be found in all three cities.
Los Santos - Temple
San Fierro - Doherty (next to the Pay N' Spray). Unlock this by completing the mission Are you heading to San Fierro? given to you bu The Truth.
Las Venturras - Near the Come-A-Lot Casino. Unlock this by completing Flight School after buying Mike Toreno's "airport". After you receive the phone call from Woozie, it should be unlocked.

Wheel Arch Angels can only be found in Northwest of San Fierro. You unlock it by completing Driving School in San Fierro. Afterwards, complete the mission Yay-Ka-Boom-Boom. You will soon receive a call from Jethro enabling to your purchase Wang's Autos. After you buy it and complete the first mission for it, you will be able to take any of the cars from there and have them modded at Wheel Arch Angels.
